The officially titled “Civilian Service Medal (Afghanistan)”, was established on 6th April 2011, to be awarded by the British Government to Civilians, as well as members of the UK Armed Force who served in non combat roles for service in “the transition to democracy” in Afghanistan since 19th November 2001.
Only about 2469 examples are know to have been issued as of 28th February 2017, following an FOI request.
