At the time, the Population of Gibraltar hovered around only 30,000 people, less than half that of the Isle of Man, which would make a very small number of military, today the Royal Gibraltar Regiment only musters around 400 soldiers.

The British Nationals Armed Forces Births records show a Joseph A. Williamson, was born during 1951 to a serving soldier.

Of the few examples that have appeared they seem to be awarded around 1980-1990s, according to the Gibraltar Gazette, this would match Joseph, being a son of a soldier, joining the Royal Gibraltar Regiment around 18 (circa 1969) and earning the medal after 12 years service during the early 80s.
